Appraising degree awarding powers

Higher education institutions (HEIs) apply to Högskoleverket (Swedish National Agency for Higher Education) for the right to award vocational or professional degrees. In addition, university colleges apply to the Agency for the right to award two-year Masters' degrees. Independent and self-governing HEIs apply for degree awarding powers for all first (undergraduate) and second (Masters') cycle programmes.

The application


A HEI submits an application for the entitlement to award a degree for a particular study programme. This includes a self-evaluation including details of the programme specification and teaching staff and other requested documentation.

Panel of assessors


The Agency appoints a panel of assessors. The panel assesses the quality of the study programme on the basis of the submitted documentation. A visit to the HEI is usually undertaken where discussions take place with the vice-chancellor, the subject or study programme coordinator, teachers and students. The panel may also visit the library and other relevant facilities.  

Decision


The panel of assessors presents its opinion and proposal for a decision to the Agency. If the HEI is a public authority, the Agency then makes a decision about the entitlement of the HEI to award a degree. If the HEI is independent and self-governing, the view of the panel of assessors and the Agency's proposal for a decision are submitted to the Government.

Revising a decision


The decision about the entitlement to award a degree may be revised. This usually takes place during the Agency's evaluations of subject areas and study programmes that take place on a cyclical basis.
