Annex 2

Qualifications ordinance

Please note that the translation of this act is only updated twice a year. Last updated December 2009.

This version contains amendments up to and including the Act on Amendment of the Higher Education Ordinance (2008:944).

The translation is not an official translation. 

1 Contents

As provided in Sections 4 & 5 of Chapter 6 this annex lays down:

  1. the qualifications that may be awarded in the first, second and third cycles, and
  2. the requirements to be fulfilled for the award of each qualification (qualification descriptors).

The Ordinance on the Swedish University of Agricultural Sciences (1993:221) and the Ordinance on the Swedish National Defence College (2007:1164) contain provisions on the qualifications that may be issued at Sveriges lantbruksuniversitet [Swedish University of Agricultural Sciences] and Försvarshögkolan [Swedish National Defence College].

2 General provisions

Title of qualification

The title of a qualification consists of a qualification as specified in this annex preceded or followed, where relevant, by a designation indicating the area of specialisation. Each higher education institution determines which designations shall be used. As the qualification descriptors indicate, for certain qualifications each higher education institution shall determine an area of specialisation.

Translation


A translation of the title of the qualification must reflect the scope and, where relevant, the field of specialisation of the qualification as well as the cycle in which the qualification is awarded.

Högskoleverket [Swedish National Agency for Higher Education] may issue regulations on the translation of qualifications into English. Each higher education institution decides on the translation of a qualification in the degree certificate in languages other than English after consultation with the Swedish National Agency for Higher Education concerning the legal status that the translation of a qualification may have in other countries.

Each higher education institution decides on the translation of the designations it uses. The higher education institution shall notify the Swedish National Agency for Higher Education of the designations it has decided shall be used for each qualification in Swedish, as well as their translation into English.

Each higher education institution may also notify the Swedish National Agency for Higher Education of the translation of titles of qualifications into languages other than English.

GENERAL QUALIFICATIONS

Higher Education Diploma

Scope


A Higher education diploma is awarded after the student has completed the courses required to gain 120 credits with a defined specialisation determined by each higher education institution itself.

Outcomes


Knowledge and understanding

For a Higher education diploma the student shall have:
  • demonstrated knowledge and understanding in the principal area (main field of study) of the study programme, including awareness of the disciplinary foundation of the field and knowledge of some applicable methodologies in the field.

Competence and skills

For a Higher education diploma the student shall have:
  • demonstrated the ability to search for, gather and critically interpret the relevant information in order to formulate answers to well defined issues in the main field of study
  • demonstrated the ability to present and discuss his or her knowledge with different audiences, and
  • demonstrated the skills required to work autonomously with specific tasks in the main field of study.

Judgement and approach

For a Higher education diploma the student shall have:
  • demonstrated knowledge about and be equipped to deal with ethical issues in the main field of study.

Independent project (degree project)


A requirement for the award of a Higher education diploma is completion by the student of an independent project (degree project) in the main field of study.

Specific requirements determined by each higher education institution itself within the parameters of the requirements laid down in this qualification descriptor shall also apply for a Higher education diploma with a defined specialisation.

Bachelor of Arts/Science

Scope


A Bachelor of Arts/Science is awarded after the student has completed the courses required to gain 180 credits in a defined specialisation determined by each higher education institution itself, of which 90 credits are for progressively specialised study in the principal field (main field of study) of the programme.

Outcomes


Knowledge and understanding

For a Bachelor of Arts/Science the student shall have:
  • demonstrated knowledge and understanding in the main field of study, including knowledge of the disciplinary foundation of the field, understanding of applicable methodologies in the field, specialised study in some aspect of the field as well as awareness of current research issues.

Competence and skills

For a Bachelor of Arts/Science the student shall have:
  • demonstrated the ability to search for, gather, evaluate and critically interpret the relevant information for a formulated problem and also discuss phenomena, issues and situations critically
  • demonstrated the ability to identify, formulate and solve problems autonomously and to complete tasks within predetermined time frames
  • demonstrated the ability to present and discuss information, problems and solutions in speech and writing and in dialogue with different audiences, and
  • demonstrated the skills required to work autonomously in the main field of study.

Judgement and approach

For a Bachelor of Arts/Science the student shall have:
  • demonstrated the ability to make assessments in the main field of study informed by relevant disciplinary, social and ethical issues
  • demonstrated insight into the role of knowledge in society and the responsibility of the individual for how it is used, and
  • demonstrated the ability to identify the need for further knowledge and ongoing learning.

Independent project (degree project)


A requirement for the award of a Bachelor of Arts/Science is completion by the student of an independent project (degree project) for at least 15 credits in the main field of study.

Miscellaneous


Specific requirements determined by each higher education institution itself within the parameters of the requirements laid down in this qualification descriptor shall also apply for a Bachelor of Arts/Science with a defined specialisation.

QUALIFICATIONS IN THE FINE, APPLIED AND PERFORMING ARTS

Higher education diploma

Scope


A Higher education diploma in the fine, applied and performing arts is awarded after the student has completed the courses required to gain 120 credits with a defined specialisation determined by each higher education institution itself.

Outcomes


Knowledge and understanding

For a Higher education diploma in the fine, applied and performing arts the student shall have:
  • demonstrated knowledge and understanding in the principal area (main field of study) of the programme, including awareness of the practical and disciplinary foundation of the field and knowledge and experience of some methods and processes in the field.

Competence and skills

For a Higher education diploma in the fine, applied and performing arts the student shall have:
  • demonstrated the ability to describe, analyse and interpret design, techniques and content in the main field of study
  • demonstrated the ability in the main field of study to create, realise and express his or her own artistic ideas and undertake artistic tasks within predetermined time frames
  • demonstrated the ability to present and discuss his or her knowledge with different audiences, and
  • demonstrated the competence and knowledge required to work autonomously in a professional capacity.

Judgement and approach

For a Higher education diploma in the fine, applied or performing arts the student shall have:
  • demonstrated the ability to reflect on artistic, social and ethical issues within the main field of study.

Independent project (degree project)


A requirement for the award of a Higher education diploma is completion by the student of an independent project (degree project) in the main field of study.

Bachelor of Fine Arts

Scope


A Bachelor of Fine Arts is awarded after the student has completed the courses required to gain 180 credits in a defined specialisation determined by each higher education institution itself.

For a Bachelor of Fine Arts the student shall have:
  • demonstrated knowledge and understanding in the principal field (main field of study), including knowledge of the practical and theoretical foundation of the field, knowledge and experience of methods and processes in the field as well as specialised study within the field.

Competence and skills

For a Bachelor of Fine Arts the student shall have
  • demonstrated the ability to describe, analyse and interpret design, techniques and content as well as to reflect critically on his or her artistic approach and that of others in the main field of study
  • demonstrated the ability in the main field of study to create, realise and express his or her own ideas, identify, formulate and solve artistic and creative problems and to undertake artistic tasks within predetermined time frames
  • demonstrated the ability to present and discuss his or her works and artistic issues in speech, writing or in other ways and in dialogue with different audiences, and
  • demonstrated the competence and knowledge required to work autonomously in a professional capacity.

Judgement and approach

For a Bachelor of Fine Arts the student shall have:
  • demonstrated the ability to make assessments in the main field of study informed by relevant artistic, social and ethical issues

Scope


A Bachelor of Science in Occupational Therapy is awarded after the student has completed the courses required to gain 180 credits.

Outcomes


For a Bachelor of Science in Occupational Therapy the student shall have demonstrated the knowledge and skills required for registration as an occupational therapist.

Knowledge and understanding

For a Bachelor of Science in Occupational Therapy the student shall have:
  • demonstrated knowledge of the disciplinary foundation of the field and awareness of current research and development work as well as the links between research and best practice and the significance of these links for professional practice
  • demonstrated knowledge of social circumstances that can affect the health of individuals and groups, and
  • demonstrated knowledge of the relevant statutory provisions.

Competence and skills

For a Bachelor of Science in Occupational Therapy the student shall have:
  • demonstrated the ability to undertake autonomously and in cooperation with individuals occupational therapy interventions that prevent, alleviate and compensate for impaired mobility
  • demonstrated the ability to identify and undertake
  • environmentally focused interventions at both individual, group and community level
  • demonstrated the ability to initiate and take part in health promotion interventions
  • demonstrated the ability to apply his or her knowledge to deal with different situations, phenomena and issues on the basis of individual and group needs
  • demonstrated the ability to inform and instruct different audiences,
  • demonstrated the ability to present and discuss in speech and writing interventions and treatment outcomes with those concerned and to document them in accordance with the relevant statutory provisions
  • demonstrated the capacity for teamwork and cooperation with other professional categories, and

For a Bachelor of Science in Audiology the student shall have demonstrated the knowledge and skills required for registration as an audiologist.

Knowledge and understanding

For a Bachelor of Science in Audiology the student shall have:
  • demonstrated knowledge of the disciplinary foundation of the field and awareness of current research and development work as well as the links between research and best practice and the significance of these links for professional practice
  • demonstrated knowledge of hearing and its importance for the individual as well as factors that affect hearing health, and
  • demonstrated knowledge of the relevant statutory provisions.

Competence and skills

For a Bachelor of Science in Audiology the student shall have:
  • demonstrated the ability to undertake hearing examinations and also to assess autonomously and, in collaboration with the patient, plan, conduct and evaluate habilitation and rehabilitation interventions
  • demonstrated the ability to identify, initiate and participate in health promotion and preventive interventions intended to prevent the occurrence of hearing impairment
  • demonstrated the ability to apply his or her knowledge to deal with different situations, phenomena and issues on the basis of the needs of individuals and groups
  • demonstrated the ability to inform and instruct different audiences
  • demonstrated the ability to present and discuss in speech and writing interventions and treatment outcomes with those concerned and to document them in accordance with the relevant statutory provisions

For a Bachelor of Science in Biomedical Laboratory Science the student shall have:
  • demonstrated knowledge of the disciplinary foundation of the field and awareness of current research and development work as well as the links between research and best practice and the significance of these links for professional practice
  • demonstrated knowledge of relevant methods in the field, and
  • demonstrated knowledge of the relevant statutory provisions.

Competence and skills

For a Bachelor of Science in Biomedical Laboratory Science the student shall have:
  • demonstrated the ability to plan and undertake analyses and examinations autonomously and to cooperate in these with patients and those close to them
  • demonstrated the ability to develop, use and assure the quality of biomedical laboratory and testing methods
  • demonstrated the ability to apply his or her knowledge to deal with different situations, phenomena and issues on the basis of the needs of individuals and groups
  • demonstrated the ability to inform and instruct different audiences
  • demonstrated the ability to gather, appraise and critically interpret the findings of analyses and examinations, notice and deal with deviations, as well as to present and discuss the results in speech and writing with those concerned and to document them in accordance with the relevant statutory provisions
  • demonstrated the capacity for teamwork and cooperation with other professional categories, and

Bachelor of Science in Fire Protection Engineering [Brandingenjörsexamen]

Scope


A Bachelor of Science in Fire Protection Engineering is awarded after the student has completed the courses required to gain 210 credits .

Outcomes


For a Bachelor of Science in Fire Protection Engineering the student shall have demonstrated the knowledge and skills required to work autonomously as a Fire Protection Engineer.

Knowledge and understanding

For a Bachelor of Science in Fire Protection Engineering the student shall have:
  • demonstrated knowledge of the disciplinary foundation of the field and best practice as well as awareness of current research and development work, and
  • demonstrated specialised knowledge in the field of fire protection engineering and relevant knowledge of mathematics and the natural sciences.

Competence and skills

For a Bachelor of Science in Fire Protection Engineering the student shall have:
  • demonstrated the ability to use and develop, autonomously and critically, methods and techniques relating to fire protection in buildings, community planning, risk and crisis management and the rescue services
  • demonstrated the ability to prevent accidents and damage and to provide a platform for effective rescue service measures
  • demonstrated the ability to identify, formulate and deal with complex issues autonomously and creatively and also to analyse and evaluate various technical solutions
  • demonstrated the ability to plan and with the use of appropriate measures to undertake tasks within predetermined parameters
  • demonstrated the ability to use knowledge critically and systematically to model, simulate, predict and evaluate series of events on the basis of relevant information
  • demonstrated the ability to design and manage processes and systems while taking into account the circumstances and needs of individuals and the sustainable development required by the community
  • demonstrated the capacity for teamwork and collaboration with various constellations, and
  • demonstrated the ability to present and discuss his or her conclusions and the knowledge and reasoning on which they are based in speech and writing and in dialogue with different audiences.

For a Bachelor of Science in Fire Protection Engineering the student shall have:
  • demonstrated the ability to make assessments informed by relevant disciplinary, social and ethical issues
  • demonstrated insight into the possibilities and limitations of fire protection engineering, its role in society and the responsibility of the individual for how it is used, including social and economic aspects as well as environmental aspects
  • demonstrated the ability to identify the need for further knowledge and undertake ongoing development of his or her skills.
 

Independent project (degree project)


A requirement for the award of a Bachelor of Science in Fire Protection Engineering is completion by the student of an independent project (degree project) for at least 15 credits.

Scope


A Bachelor of Science in Dietetics is awarded after the student has completed the courses required to gain 180 credits.

For a Bachelor of Science in Dietetics the student shall have demonstrated the knowledge and skills required for registration as a dietist.

Knowledge and understanding

For a Bachelor of Science in Dietetics the student shall have:
  • demonstrated knowledge of the disciplinary foundation of the field and awareness of current research and development work as well as the links between research and best practice and the significance of these links for professional practice, and
  • demonstrated knowledge of the relevant statutory provisions.

Competence and skills

For a Bachelor of Science in Dietetics the student shall have:
  • demonstrated the ability to examine and assess nutritional intake, nutritional status and nutritional requirements autonomously and in collaboration with the patient
  • demonstrated the ability to plan and manage nutritional requirements for different groups in the community and also the ability to provide training and information on diet and health
  • demonstrated the ability to prevent, analyse, assess, treat and evaluate problems, symptoms and illnesses related to diet and nutrition
  • demonstrated the ability to initiate and use new methods in the field
  • demonstrated the ability to apply his or her knowledge to deal with different situations, phenomena and issues on the basis of the needs of individuals and groups
  • demonstrated the ability to inform and instruct different audiences
  • demonstrated the ability to present and discuss interventions and treatment outcomes with those concerned in speech and writing and also to document them in accordance with the relevant statutory provisions

Higher education certificate in Folk High School Education [Folkhögskollärarexamen]

Scope


A Higher education certificate in Folk High School Education is awarded after the student has completed the courses required to gain 60 credits.

Outcomes


For a Higher education certificate in Folk High School Education the student shall have demonstrated the knowledge and skills required to work autonomously as a teacher in a folk high school or to lead study circles for adults.

Knowledge and understanding

For a Higher education certificate in Folk High School Education the student shall have:
  • demonstrated the knowledge needed to attain the objectives of his or her activities and participate in their development, and
  • demonstrated knowledge of the goals of the government, folk high schools and adult education associations for popular education and also have an overall perspective of the tasks of popular education.

Competence and skills

For a Higher education certificate in Folk High School Education the student shall have:
  • demonstrated the ability to lead and teach, to inspire autonomous study and to support individuals and groups in planning their studies
  • demonstrated the capacity for cooperation and teamwork and demonstrated communication skills as well as the ability to use practical and aesthetic means of expression, and
  • demonstrated the ability to use information technology in teaching activities and realise the significance of the role of various media in this respect.

Judgement and approach

For a Higher education certificate in Folk High School Education the student shall have:
  • demonstrated the ability to make assessments  within his or her professional field informed by the relevant disciplinary, social and ethical aspects and taking particular account of human rights, and
  • demonstrated the ability to identify the need for further knowledge and undertake ongoing development of his or her skills.

Independent project (degree project)


A requirement for the award of a Higher education certificate in Folk High School Education is completion by the student of an independent project (degree project).

Miscellaneous


A requirement for the award of a Higher education certificate in Folk High School Education is completion by the student of a supervised placement.

For a Postgraduate Diploma in Special Educational Needs the student shall have demonstrated the knowledge and skills required to work autonomously as a special needs teacher for children and pupils who need special support in early years education, extended school, schools and adult education.

For a Postgraduate Diploma in Special Educational Needs the student shall have:
  • demonstrated knowledge of the disciplinary foundation of the field and insight into current research and development work as well as the links between research and best practice and the significance of these links for professional practice, and

For a Postgraduate Diploma in Special Educational Needs the student shall have:

A Master of Science in Dental Surgery is awarded after the student has completed the courses required to gain 300 credits.

For a Master of Science in Dental Surgery the student shall have demonstrated the knowledge and skills required for registration as a dentist.

Knowledge and understanding

For a Master of Science in Dental Surgery the student shall have:
  • demonstrated knowledge of the disciplinary foundation of the field and insight into current research and development work as well as the links between research and best practice and the significance of these links for professional practice,
  • demonstrated specialised knowledge and understanding of the link between oral health and a patient's general state of health and medical status as well as other underlying factors
  • demonstrated knowledge and understanding of the products and materials used in dentistry and their influence on health in general, oral health and the environment

QUALIFICATIONS AWARDED IN THE FIRST OR SECOND CYCLE

Teaching qualifications [Lärarexamen]

Scope


A teaching qualification is awarded in the first or second cycle depending on the number of credits attained, the degree of specialisation demanded in a subject or a disciplinary domain and the extent to which second-cycle study is required.

A teaching qualification is awarded after the student has completed the courses required to gain either 180 or 210 credits (first-cycle) or 240, 270, 300 or 330 credits (second-cycle). A requirement for a teaching qualification awarded in the second cycle is inclusion in the programme of at least 60 credits of second-cycle study. Otherwise a first-cycle qualification is awarded.

The programme shall consist of the following three integrated fields that may comprise both first and second-cycle courses: studies in general education for 90 credits consisting of interdisciplinary courses, one or more specialisations of at least 60 credits in a subject or subject area and advanced study for at least 30 credits. At least 15 credits for the studies in general education shall be awarded for a placement. At least 15 credits for each specialisation shall also be for a placement.

At least 180 credits are required to teach vocational subjects in the upper-secondary schools. Instead of a specialisation and advanced study, extensive vocational experience and a relevant higher education qualification of at least 90 credits or the equivalent is required.

At least 210 credits are required to teach or undertake other educational tasks in early years education and extended school programmes as well as for teaching home languages. A specialisation of at least 90 credits in a relevant subject area is required for teachers of home languages.

At least 210 credits are required to teach at  primary level. For the award of a second-cycle qualification at least 240 credits are required,  including second-cycle courses for at least 60 credits.

At least 270 credits including one or two specialisations of at least 90 credits in a relevant subject, subjects or subject areas are required to teach at secondary and upper-secondary level, although not, however, to teach vocational subjects. For the award of a second-cycle qualification the inclusion of second-cycle courses for at least 60 credits is required.

To teach Swedish or the social sciences at secondary level at least 90 credits in subject areas that are relevant for these subjects are required, and at least 120 credits to teach at upper-secondary level.

Outcomes


For a teaching qualification the student shall have demonstrated the knowledge and skills required to attain the objectives of early years education, extended school programmes, the school system or adult education and also to participate in the development of the appropriate educational area in accordance with the applicable regulations and guidelines

Knowledge and understanding

For a teaching qualification the student shall have:
  • demonstrated the knowledge in a subject or a subject area required for the field of education concerned, including knowledge of the disciplinary foundation of the subject or subject area and relevant methods in this field, and also demonstrated insight into current research issues
  • demonstrated knowledge of learning and teaching
  • demonstrated knowledge of the significance of learning to read and write and of mathematics for the acquisition of knowledge by children and pupils, and
  • demonstrated knowledge of the significance of a gender perspective in educational activities and the presentation of subject matter.

Moreover, to teach or undertake other educational tasks in early years education and at primary level the student shall have:

  • demonstrated a high degree of knowledge of the acquisition of reading and writing skills and of the acquisition of basic mathematical skills.

Moreover, to teach at primary, secondary or upper-secondary level the student shall have:

  • demonstrated a high degree of knowledge of analysing and assessing pupils' learning and a high degree of knowledge of grading.

Competence and skills

For a teaching qualification the student shall have:
  • demonstrated the ability to apply the knowledge in  subjects or subject areas and about learning and teaching required in the educational activities in which he or she is involved so that all children and young people learn and develop
  • demonstrated the ability to convey and establish basic social and democratic values
  • demonstrated the ability to convey, establish and apply applicable regulations intended to prevent and counteract discrimination and other demeaning treatment of children and pupils
  • demonstrated the ability to plan, undertake, evaluate and develop teaching and other educational tasks autonomously and together with others and also to participate in managing these activities
  • demonstrated the ability to analyse, assess, document and evaluate the learning and development of pupils in relation to educational objectives and also to inform and cooperate with parents and guardians
  • demonstrated the ability to use information technology in educational activities and realise the significance of the role of various media in this respect, and
  • demonstrated the ability to apply, systematise and reflect on, critically and autonomously, both his or her own professional experience and that of others as well as relevant research findings in order to contribute to the development of the profession and the formation of knowledge in subjects or subject areas.

For a second-cycle teaching qualification comprising 240, 270, 300 or 330 credits the student shall have:

  • demonstrated specialised skills in applying, systematising and reflecting on both his or her own experience and that of others as well relevant research findings critically and autonomously.

Judgement and approach

For a teaching qualification the student shall have:
  • demonstrated self-awareness and the capacity for empathy
  • demonstrated the ability in his or her educational practice to make assessments informed by the relevant disciplinary, social and ethical aspects and taking particular account of human rights
  • demonstrated the ability to adopt a professional approach to children, pupils and their parents or guardians, and
  • demonstrated the ability to identify the need for further knowledge and professional development as teachers.

Independent project (degree project)


A requirement for the award of a teaching qualification comprising 180 credits or 210 credits is completion by the student of an independent project (degree project) for at least 15 credits.

A requirement for the award of a teaching qualification comprising 240, 270, 300 and 330 credits is completion by the student of an independent project (degree project) for at least 30 credits or two such projects for at least 15 credits each.

THIRD-CYCLE QUALIFICATIONS

General qualifications

Licentiate [Licentiatexamen]

Scope


A Licentiate is awarded either after a third-cycle student has completed a study programme of at least 120 credits in a subject in which third-cycle teaching is offered, or after a third-cycle student has completed one part comprising at least 120 credits of a study programme intended to conclude with the award of a PhD, if a higher education institution decides that a licentiate of this kind may be awarded at the institution.

For a Licentiate the third-cycle student shall have:
  • demonstrated knowledge and understanding in the field of research including current specialist knowledge in a limited area of this field as well as specialised knowledge of research methodology in general and the methods of the specific field of research in particular.

Competence and skills

For a Licentiate the third-cycle student shall have:
  • demonstrated the ability to identify and formulate issues with scholarly precision critically, autonomously and creatively, and to plan and use appropriate methods to undertake a limited piece of research and other qualified tasks within predetermined time frames in order to contribute to the formation of knowledge as well as to evaluate this work
  • demonstrated the ability in both national and international contexts to present and discuss research and research findings in speech and writing and in dialogue with the academic community and society in general, and
  • demonstrated the skills required to participate autonomously in research and development work and to work autonomously in some other qualified capacity.

Judgement and approach

For a Licentiate the third-cycle student shall have:
  • demonstrated the ability to make assessments of ethical aspects of his or her own research
  • demonstrated insight into the possibilities and limitations of research, its role in society and the responsibility of the individual for how it is used, and

For a Licentiate the third-cycle student shall have been awarded a pass grade for a research thesis of at least 60 credits.

  • demonstrated broad knowledge and systematic understanding of the research field as well as advanced and up-to-date specialised knowledge in a limited area of this field, and
  • demonstrated familiarity with research methodology in general and the methods of the specific field of research in particular.
  • demonstrated the capacity for scholarly analysis and synthesis as well to review and assess new and complex phenomena, issues and situations autonomously and critically
  • demonstrated the ability to identify and formulate issues with scholarly precision critically, autonomously and creatively, and to plan and use appropriate methods to undertake research and other qualified tasks within predetermined time frames and to review and evaluate such work
  • demonstrated through a dissertation the ability to make a significant contribution to the formation of knowledge through his or her own research
