Evaluation of special teacher education for teachers of vocational subjects The Government has asked the Swedish National Agency for Higher Education to evaluate the measures adopted for special training for teachers of vocational subjects during the period 2005—2009 (SÄL III). These measures offered unqualified vocational teachers teaching at upper secondary school level an extra chance to acquire a qualification. When these measures were initiated around 4,000 vocational teachers, i.e. 37 per cent, lacked teaching qualifications.
During the four-year period just over 600 unqualified vocational teachers have been awarded teaching qualifications. This provides a much-needed addition in a situation where a large proportion of vocational teachers lack teaching qualifications but at the same time not enough to fill the gap. Many qualified vocational teachers are leaving the schools and large numbers of retirements can be expected. At the same time these measures have led to progress in other respects, above all in terms of new forms of inter-institutional cooperation and the development of validation procedures.
