
One of the things that the report makes clear is that the council has played a role in raising the quality of higher education in Sweden, above all by supporting new educational methods and innovative educational technologies. But as the council was not mainly a proactive agency and lacked the resources to enable it to operate at a thematic level, in its calls for applications the parameters tended to be far too general and to lack thematic direction.
In addition it is pointed out that the work of innovation that will be required in the future cannot successfully be undertaken by any one higher education institution as the tasks and challenges are too numerous. Some form of national coordination will be required and there will have to be a central agency that is actively involved in the work of disseminating knowledge about national and international experiences and allocating funding to innovative projects.
